A fine example of a sailmakers' Liner, used for smoothing seams in canvas, by pressing and rubbing the shaped end of the liner away from the user and flattening the double line of waxed twin stitches into the canvas. Sailors took pride in their tools that they had made for the job, as you can see from this one where the owner has shaped it and put his own initials "I.D." on it.
