Collins was born in Bristol, the son of a clergyman. He forsook his profession as an attorney for painting and the late 1750's he had established himself in Bath, where Ozias Humphrey became his pupil. Due to expensive habits he was forced to flee to Ireland to avoid his creditors.
Patrick Noon in his "Miniatures on the Market" says Collins was an exceptionally gifted artist whose breadth of handling and lightness of touch anticipates the major stylistic advances of the succeeding generation.
