He wears a coat with epaulettes and lace cravat
set in a gilt-mounted rectangular papier-mâché frame with the suspension hoop formed of an anchor and twisted rope

The sitter's hair style suggests that this profile was executed circa 1800 at a time when the French Revolutionary Wars of 1793-1802 and the Napoleonic Wars of 1803-15 saw the Royal Navy reach a peak of efficiency, dominating the navies of all Britain's adversaries. It is likely that this profile was commissioned before the sitter departed for battle - whether he returned from the sea, nor the identity of the sitter will never be apparent, but this is nevertheless a charming profile.
