Charles Higgins was born in Argentina of Scottish parents. After obtaining an engineering degree in London, he studied art in London, France and Italy and then lived back in South America for a while. Eventually he moved with his wife to live at Barra in the Outer Hebrides before moving back to London. He held solo shows with a number of prestigious London galleries and also exhibited in Rome, Paris and USA. His work has been purchased by the Contemporary Art Society and the John Hopkins Institute in Boston. He was also a writer under the pseudonym "Ian Dall". It is believed that he died around 1982.

The painting is an oil on board and is housed in a more recent decorated gesso frame with inner slip. The work appears to be of a Scottish Military Band , perhaps in Edinburgh. Overall dimensions including frame 16(h) by 20(w) inches.
Very good condition in later custom-built frame.
