The Guanyin was properly the Chinese Goddess of Mercy. Guanshiyin relates to the Observation of the Sounds of the World and accords with a tenet of Buddhism.
The Guanyin offered resonates with that per ^Godden p 263 plate 188 and as such dates to the Kangxi period and these appear to have served the domestic market, where they would both decorate a shrine as well as act as a joss-stick or spill holder, as well as for the export market, where they appear on many ships' manifests. The form of the figure has similar aspects to that displayed in *Duesseldorf in 2009
