A good quality early 20th century Scottish silver Cream Scoop or Skimmer with turned wooden handle, the flat semi circular blade with raised supporting rib.

Examples of silver Cream Scoops or Skimmers were made in Scotland in the late 18th and early 19th century. They were used to skim the cream from the milk. Silver was the favoured metal for this kind of implement as silver is naturally antibacterial and leaves no taint in milk products.
