The coat of arms is for Reginald Monckton
As the marriage to his wife Olivia was in 1906, exact 20 years before this tray was hallmarked, it might well have been a gift.
He also had Arnold Mountfort painting a portrait of his wife (see picture) which was sold at Sotheby┬┤s in 2001 for 9600 GBP (incl. fees)
Reginald himself, born in 1891, might have been a role model for the main character in the novel "The Stolen Statesman" by William Le Queux.
