James was the son of Richard Barry, 2nd Earl of Barrymore and Dorothy Ferrar. He married firstly, Hon. Elizabeth Boyle, daughter of Charles Boyle, end Baron Clifford and Lady Jane Seymoure, before 1703.
He married secondly, Lady Elizabeth Savage, daughter of Richard Savage, 4th Earl Rivers and Penelope Downes, in 1706. He married thirdly, Lady Anne Chichester, daughter of Major-Gen. Arthur Chichester, 3rd Earl of Donegall and Lady Catherine Forbes in 1716.
He gained the rank of Lieutenant-Colonel on 31 Decemer 1688 in the service of the army of William or Orange. He succeeded to the title of 4th Earl of Barrymore, co. Cork and the title of 9th Viscount Barry in 1699. He was Colonel of the 13th Foot between 1702 and 1715. He gained the rank of Brigadier-Genearl in 1707 and fought in the Battle of Almanza, where he was taken prisioner. By 1709 he was Major General. He was invested as a Privy Counsellor (Ireland) 1713. In 1715 he was arrested on suspicion of treason, but nothing was proven against him.
The monogram on the reverse of the frame JEB suggests the initials of his first wife Elizabeth Boyle are entwined with his name James, indicating that this portrait could have been commissioned as a wedding gift, circa 1703.
