Eugene Chaffanel was born in Meurthe-en-Moselle, near Nancy in 1868.

He moved to Paris to pursue his artistic career and became known as a landscape painter specialising in evening and moonlit effects in Marne, an area in north-eastern France, where he also depicted sunlit rural scenes. There are examples also of Mediterranean coastal views with women on cliff tops or walking on an esplanade. It would also seem that he travelled to Turkey at some stage as there is a painting recorded with the title “Embarcdere sur le Bosphore”

However, his most striking pictures were of women and he clearly delighted in this subject matter judging by the vitality and allure that he imparted to his sitters. Titles such as “Élégante a l’eventail”, “Nu feminin allongé”, “Élégante se repose au bord du fleuve”, “Élégante tenant une fan”, “Femme et sa fille dans un jardin” and “Femme dans une loge” are indicative of this rapport.

He exhibited regularly at Le Salon de la Société Nationale from 1910-1934.
