William Piper was primarily a landscape, coastal and seascape painter in oil and watercolour. He lived in Newquay, Cornwall and painted scenes of the North Cornish Coast. He exhibited in local galleries, including Lanham's Art Gallery in St Ives. He joined the St Ives Society of Artists (STISA) in the late 1940s and one of his works "Watergate, Near Newquay" was included in the STISA Festival of Britain Exhibition in 1951. Another of his paintings "Stormy Coastal Scene with the Longships Lighthouse" is in the collection of the Royal Cornwall Museum & Art Gallery in Truro. His work is very much in the style of the more famous St Ives artists of coastal scenes Julius Olsson, RA (1864-1942)and Borlase Smart, ROI, RBA (1881-1947).

This painting is an oil on canvas and is housed in what is probably its original gold & cream swept frame, which is in very good condition. It is an excellent rendition of the sea breaking over the rocks of the Cornish coast and is very similar in concept and style to the work in the Royal Cornwall Museum. A label on the reverse provides the title of the work, the artist's name and an original price of 20 gns. Overall, including frame, it measures 20.75(h) by 24.75(w) inches.
