John Joseph Barker was born into the well-known ‘Barkers of Bath’ family of artists. Of welsh decent, his father was Thomas Barker (1769-1847), known as 'Barker of Bath, a painter of landscapes and rural life. His uncle was Benjamin Barker II (1776–1838) and his brother was Thomas Jones Barker (1815-1882). He attended the Royal Academy school of Art and exhibited there from 1835-1866. He worked in both oil and watercolour and painted sweeping landscapes, highland scenes as well as genre and historical scenes.

A number of his works can be found at the Torre Abbey Gallery, Southwark Art Collection as well as at the Victoria Art Gallery, Bath which holds a collection of paintings by members of the Barker family.
