Dunlop was born in 1894 in Dublin. He studied at the Manchester and Wimbledon Schools of Art and founded the Emotionist group of writers and artists in 1923. He held his first one man show in 1929 at the Redfern Gallery.

Dunlop was the author of Understanding Pictures, 1948 and the autobiographical Struggling with Paint 1956.
